Dear Sir,

I refer to your enquiry concerning patients rights.

Patients rights is an issue which falls mainly within the responsibility of
the Member States. There is, to our knowledge, no EU legislation on patients
rights. The Charter of Fundamental Rights of the EU
(http://www.europarl.europa.eu/comparl/libe/elsj/charter/default_en.htm)
does contain some general rights on health but this is not binding.

Patients organisations are involved in the EU Health Forum (see at
http://europa.eu.int/comm/health/ph/key_doc/index_en.html), and in other
projects, as do other NGOs in the health field.
