Dear all,

the X. Baltic Sea NGO Forum stated in its Final Statement: "The workshop recommends that the Baltic Sea NGO Network oversee the implementation of the Universal Periodic Review (UPR) process in each country of all the CBSS member states." [1]

18. September 2012 the contribution of the Baltic Sea NGO Forum was submitted to the Office of the High Commissioner for Human Rights (OHCHR) Civil Society Section to be reviewed at the Sixteenth Session of the Working Group on the Universal Periodic Review. [2]

This contribution was also sent to the German Government and is published on the website of the German Institut for Human Rights. The German Government conducted a hearing 5. December 2012. NGOs criticized that  the draft of the national report is drawing a too positive picture, overlooking problems.[3]

Germany submitted its national report reviewing its human rights situation to the United Nations 23. January 2013

Hower the report does not contain the transparency and access to information issues the X. Baltic Sea NGO Forum tried to point out, e. g. the ratification of the UN Convention against Corruption done of 165 states is outstanding since 2003 . The report says after 10 years of "trying": "The Federal Government is seeking to ratify the UN Convention against Corruption (Recommendation 26) and intends to do so directly after necessary amendments to the German Criminal Code on combating corruption."[4]

Therefore the Baltic Sea NGO Forum should participate at the meeting between NGOs and diplomats for Germany's UPR between the 25 and the 28 March 2013 2013 in Geneva.

Dear all,

UPR Info is organising a pre-session meeting in Geneva in March 2013
between civil society and States delegations to discuss the human rights situation of Germany which will be reviewed at the Universal Periodic Review on 25 April.

The aim of the pre-session is to save civil society organisations (CSOs) time and resources and to enable them to meet several delegations at once. This meeting will offer CSOs the opportunity to brief diplomats from Permanent Missions in Geneva about the human rights situation in Germany and thus influence the content of their statements.

The meeting will last one hour. CSOs will be given the floor one after another to suggest questions and recommendations for the Review of Germany. All Permanent Missions will be invited, including Germany. Please note that these meetings are public.

The pre-session will take place in Geneva
between the 25 and the 28 March 2013. Exact day and time will be confirmed later.

CSOs interested in participating and taking the floor need to fill in the form attached and to return it by email by January 15. Please note that UPR Info does not have funds to support the travel, accommodation or any other expenses of the participants.

We hope you will be able to participate our pre-session and in the meantime remain available for any question you may have.
